Howard C. Liggett, company president of Distressed Real Estate Consulting Services, Inc., has thirty-five years of experience working with the esoteric asset class described variously as tax liens, tax certificates, and tax deeds. From 1977 – 1998, Mr. Liggett served as the Property Tax Administrator for Escambia County, (Pensacola) Florida. While serving in this capacity, his responsibilities included the sale of real estate tax certificates as a cash management tool to recover delinquent unpaid taxes. Mr. Liggett orchestrated the sale of over $300 million in tax certificates during his twenty-one years in the public sector.
His public career was one often recognized for leadership in the human services sector. Mr. Liggett authored and successfully lobbied for the passage of Florida House Bill 650 later referred to as “Florida’s Missing Children’s Law.” In 1987, he was visited by then Governor Bob Martinez for the official signing of the bill into law. Mr. Liggett has served upon the board of directors for United Cerebral Palsy and the Missing Children Help Center.
In 1999, Mr. Liggett was appointed Executive Director of the National Tax Lien Association where he served as CEO for twelve years retiring in 2011. The NTLA is a 501 (c) (6) business league organized by institutional tax lien investors to represent the business, educational, and political interests of its membership. In 2003, he was appointed by the Jeb Bush administration to serve upon the Florida Department of Revenue’s Property Tax Administration Task Force. Mr. Liggett was selected for his expertise in the administration, collection and enforcement of Florida’s real estate and personal property tax collection laws with emphasis on the use of tax certificate sales as a cash management tool.
In 2003, he was appointed by Florida Governor, Jeb Bush, to serve upon the Florida Department of Revenue’s Property Tax Administration Task Force.
In May of 2010 Mr. Liggett was hired by the New York office of the GFI Group (NYSE – Listed GFIG) to serve as the lead consultant and co-head of the company’s newly formed Tax Receivables Trading Desk. His client list includes Community Bancorp, LLC, Aspen Square Management, Superior Bank, N. A., Cadence Bank, N. A. and Capital One Bank.
Since 1997, he has been an approved educational provider for continuing education credits by both the Florida Bar Association and the Florida Real Estate Commission.

In 1996 he was the Republican nominee for the office of County Property Appraiser in Escambia County, (Pensacola) Florida.
He graduated with honors from the University of West Florida (1975) obtaining the Bachelor of Arts degree in organizational development and industrial psychology. He earned his Master of Science degree (1976) from Troy State University in Applied Psychology.
Mr. Liggett was a partner in Counterpointe Capital Management, LLC which began as a special asset servicing entity to institutional investors. He managed the CCM business relationships with municipal and county taxing authorities across the United States.
